SMEs are an important economic activity in our Part in Promoting economic growth, but also enrich people’s material and cultural standard of living and to address the pressure of urban employment has made effective contributions. However, a shortage of funds for SMEs to become widespread problem, but also SMEs is a bottleneck. The fundamental reason lies in China’s SMEs, credit system construction is not perfect, not perfect. China SMEs credit system construction the key lies in two points, one is the SMEs information collection, the other is the SMEs credit rating.SMEs information collection, the key lies in the credit legislation, only the law case, to get the full, true credit information of SMEs. Based on the developed countries several credit legislation mode on the basis of comparison and analysis, combined with China’s actual situation, it proposes the legislation of credit reflections.SMEs credit rating, the key depends on scientific, objective, only for different industries to create targeted rating system, to the full, true description of SMEs credit status. This paper introduces the domestic and international research situation of SMEs’ credit rating and related concepts and theoretical knowledge, in draw lessons from a lot of experts and scholars on the credit rating based on research results, selects the pharmaceutical enterprises as the research object, using the method of comprehensive analysis to quantitative index and qualitative index combination, using analytic hierarchy process to determine the index weight, combined with the pharmaceutical characteristics of SMEs, construction of pharmaceutical SME credit evaluation index system, and gives the corresponding assessment criteria and the credit rating, the last example of the system is validated.
