Quality Management Research Of 2011 Planning Project Of Carriers

In recent years, the demand for the overall planning of Chinese Carriers has been growing with the reorganization of the telecommunications industry,3G license issuance, and the wide spread of emerging technologies and so on, it also call more attention from top to grass-roots group of companies operating officers. Facing intense competition in engineering consulting industry, the control of project quality is not only the key base of units, but also can increase market share, improve the quality of existing products and services, reduce the most critical means of operating costs. High quality project results also can direct the sustainable development of customers.Planning belongs to soft science research areas as consulting project. The quality management in planning consulting project has more difficulties for the reasons which are the high individuation of the planning methods and tools, much influenced by the subjective perception of customers, the lack of common standards for quality evaluation, and also the difficult to test the output results. This paper has analyzed the complete planning process of a basic telecom unit which is a corporation belongs to specific city offices. The article is based on the advanced quality management theory, combined with the planning units' practical experience of project management for many years. It summarizes run mode of quality management for planning consulting, which based on the quality planning, control, assurance and improvement.
