The Development Of Modern Fishing Technology Infrastructure Needs Analysis And Policy Studies

In recent years, China has attached great importance to agricultural development, proposing the building of the great strategic vision of modern agriculture. Fishery, as an important part of agriculture, has a long way to go to accelerate the construction of modern fisheries. S&T is the fundamental driving force of modern fishery, vigorously supporting and leading the development of the industry. Fishery infrastructural development has provided an important material guarantee for fishery S&T development. Deeply analyzing the S&T infrastructure needs of modern fishery development and strengthening related policy research are significant to accelerate fishery modernization and building modern agriculture.Through literature search, mathematical statistics and case analysis, the paper explores the capital construction requirements during the development of modern fishery S&T from two aspects, software requirements and hardware requirements. This paper, taking Chinese Academy of Fishery Sciences as an example, implements a detailed analysis. Meanwhile, according to the analysis of current management policy features and trend of agricultural (fishery) capital construction projects, and based on the perspective of better use agricultural (fishery) capital construction funds, more effectively implementing agricultural (fishing) capital construction projects, and well supporting the construction of modern fishery, the paper also systematically considers how should the principal part of fishery capital construction projects implement the project.The results show that the software requirements of modern fishery technology development mainly focus on three aspects:the basic policies of fishery S&T capital construction (political factor), the basic quality of management team of capital construction project (personnel factor), the environment of capital construction project (complementation factor from researchers). The paper establishes the software demands framework that capital construction requires. The hardware demands for developing capital construction are sophisticated scientific equipments, larger scale and higher standard laborites and experimental bases, research vessels and inspection vehicles indispensable for pelagic and inland waters scientific investigation.. The paper also analyzes and studies five characteristics and three trends of current fishery industry construction project management policy, proposing specific suggestions.Last but not least, the paper puts forward three main keys for better implementing Chinese fishery capital construction projects.
