Chinese telecom industry market has changed dramatically in these years. As the enterprise intergration is getting faster and faster also the market competition is much more intense, all exchange carriers face many challenges. On the other hand, it changes the whole commercial mode and competition rules in a large extent along with the fast development about marketed application of the 3G technology. Therefore, to win a place in such keen competition, enterprises must use the advanced information technology immediately in order to improve the marketing accuracy, control the marketing cost, seize the marketing opportunity, strengthen customer relationship and promote competence of enterprises. In view of the marketing problem for Guangdong Branch of China Telecom, this paper puts forward an opinion to help enterprises solve the business problem in order to get much development by building the precision marketing system(PMS).This paper represents the design procedure for the precision marketing system (PMS), it builds a system of the precision marketing for enterprises by the association between the concept of precise marketing and the design of the platform. By setting Guangdong Telecom as the application object and designing to the precision marketing platform project, this paper lays a foundation of the precision marketing for Guangdong Telecom and will change every disorders greatly in the marketing. It will also make enterprises'issue platform of precision date more scientific, precise, prompt, focused and regular. Through this platform, it will show the strong advantages about the IT bracing of the application of marketing bracing and analysis decision for Guangdong Telecom. Regarding to the course of project design and associating the business process of telecom industry, this paper represent three parts from the standpoint of IT. First, to analysis the demand of marketing; second, to design the positioning system and architectural design; third, to design in detail for the business process, data architecture and other parts, moreover, perform case to test the process of the platform, and make estimate to the expected results.The writer has done a lot of work on interviewing the business department and salesman in Guangdong Telecom. The writer has rich experience on IT field, Through combining the actual situation of Guangdong Telecom, this paper have a certain reference value for the research and application of precision marketing system to enterprises.
