Housing fund refers to national office, state-owned company, town collective enterprises, foreign investment enterprise, town private enterprise, institution, a people-run non-enterprise unit, social organizations and on-the-job worker pay puts long-term housing savings.China's housing fund is carried out in the process of housing system reform. And the full implementation of the housing fund system decision was made in July, 1994.Establishing worker housing accumulation fund is one kind of measures for the implementation of housing system reform, with the purpose of solving workers'housing difficulties by the state, the collective and the individual. According to the regulation, the workers who save housing fund have the rights to loan and apply for housing fund loan under the relevant rule. Through many years of practice, we recognize that implementation of housing fund play an important role that establishing worker housing accumulation fund role is to raise housing fund, to improve the purchasing and constructing ability, is transform houses welfare distribution into house currency distribution.Housing fund is one kind of obligate stockpile. It is in accordance with state policy, building personal housing consumption funds through personal storage and enterprise help, specially used for individual house paying costs. The thesis is divided into six chapters. The first chapter is introduction. The second chapter is the formation of housing fund system. It expounds the process of housing system reformation, preconditions and original intention of housing fund system. The third chapter summarizes and classifies the main characteristic and operation mode of housing fund. The fourth chapter introduces housing fund loan risks and mortgage status. This chapter is divided into two parts. The first part divides housing fund loan risk into systematic risk and non-systematic risk. Systemic risk is divided into policy risk, legal risks purchasing-power risk, real estate market risk, while a systematic risk is divided borrower credit risk, liquidity risk, developer operation risk and the mortgaged property risk. The second part gives a deep explanation for housing fund mortgage loan status. This chapter is divided into two aspects. The first aspect expounds the characteristics, necessity, personal housing loan situation of housing fund loan. The second aspect analyses the status of housing fund mortgage loan in the particular city of shenyang with the example of Shenyang housing fund Administration Center. It summarizes the business development to present loan risk management form. The fifth chapter analyses the existing problems of Shenyang housing fund loan and the reasons of its existence by collecting data and housing fund collection data. It analyzed the risk for various appearances systematically. The sixth chapter elaborates risk preventive measures of housing fund and proposes the related risk prevention countermeasures according to the analysis of the preceding chapters. Finally, the thesis gives conclusion and prospected, is to learn the foreign advanced experience and puts forward some suggestions for future housing fund system improvement.
