Weibo, Microblogging (micro blog), has been rapidly developing since it wasintroduced to China a few years ago. Growing attention has been paid to theresearch of Weibo from academia and the Internet Industry. Weibo is an importantcarrier of information in a timely manner. It is a platform where citizens can postand discuss about issues in the society. It bridges a gap in the communication betweenthe government and the public. Meanwhile, numerous rumors are easily generatedfrom Weibo, which bring along enormous negative effects. People can poseinnominatus posts freely on Weibo. Scholars and the government has started focusingon the negative influence brought by Weibo. Some scholars even believe that thewide use of Weibo will generate an "Era of Rumors"Weibo, as a new mass media, carries a social property and social responsibilitymust be proper monitoring and guidance. Therefore, it requires a practical monitoringand guiding system. The urgent discussion is how and who is going to monitor Weibo.There is history of monitoring and guiding public opinions in our country. However,that for Weibo is in its infancy. I believe, due to the the special features of spreadingnews on Weibo, the current system used for traditional media is losing its power. Weneed to re-explore a whole set of supervising system, which can be accepted by themicroblog users, operators and the government. It will be built on a pragmatic basis,guided and managed with a rational and scientific attitude. The system will ensure thespread of truth is faster than rumors. It will also help to maintain a sound internetenvironment and establish our socialist civilization.
