Video monitoring system is the application of computer and communication technologies on the target area.which is an information monitoring system and usually used in transportation, energy, public security, telecommunications, military and other departments. Intelligent video monitor meets the requirements of remote monitoring. ARM-based embedded digital intelligent network monitor system is an application which is based on modern communication technology. The cost of its network construction is greatly reduced, while the system volume and weight is greatly reduced in comparison with traditional system.Besides operation and maintenance become easy.Main Feature of this thesis can be generalized that by means of hardware--ARM9processor sumsung2440, linux work as the system platform involving the Qt graphical interface. This system can accomplish picture collection, transmission, display and the acquisition of temperature, humidity and other environmental parameters. Through the LAN communication, pc display the collected images and environmental data, and compress the video data to the special format files that is easy to store, the program on computer can control the remote embedded systems.In order to improve the effect of the image, the thesis contain digital image pre-processing techniques, including noise filtering, image enhancement, image restoration. The image enhancement method using the algorithm based on fuzzy sets. Image restoration using genetic algorithm-based gray-scale image processing. As a system with some artificial intelligence, this thesis has also joined the Face Recognition function based on multiple classifiers.The finished work of thesis are:(1) Development Environment for development board and embedded Linux has being designed and built.In addition.and crossing tools chain has being Established according to the needs of compilation.(2) While the principle of transplantation was fully understood,I transplanted the BootLoader, Linux kernel and root system to development board.(3) Acording to V4L2standard. I have given the video driver and compile USB camera driving program, and loaded it to the embedded Linux system.(4) I have used double frame buffer technology in the video transmission process in order to accelerate coding and improve the system performance.(5) After discussing the image processing algorithm and how to implementation, a simple intelligent video surveillance system was established.
