The construct on super highway have developed rapidly for a decade in China. Super highway network accomplished totally in Zhejiang province until 2010. However ,the serve level of highway couldn't fulfil the rapidly growing trafic flow in developed areas. So the enhance of utility on super highway becomes very important. The enhance of utility on super highway has many ways. An economic way is substituting automatic motoring system for semi-automatic motoring system on built super highway. We can make the best of existing monitoring hardware capacities by adding monitoring software analytical processing function. The ramp (especially out ramp) is the first crowded position in super highway while super highway became crowd. The normalization of crowd in out ramp need to design the monitoring software by adopting criterion's A11 level. So using video on ramp to automatic control by detecting and monitoring software becomes necessary measures for insuring the management of ramp. The text studied with detail about detecting and monitoring software system on ramp and the system architecture is based on ramp control algorithm.The text introduced the utility surrounding that was practiced overseas and the domestic criterion. And the text stated the techniques used by the utility from the fields that european contries used utility. Then text ensured the utility for ramp control by combining 2004 native general specification's rule and existed super highway hardware. The utility adopts heavy truck lane plan and dynamic speed limit while ramp crowd exceeds limit. According to the utility and ramp control algorithm, the text determined system architecture. In the system architecture,a video monitoring subfunction module was adopted to detect vehicle speed by detection algorithm, and ramp control algorithm was used to set speed threshold value. Then the system flow analysed whether crowd exceed threshold value and determined what speed to realize dynamic speed limit. Another monitoring subfunction module in the system architecture was using track and trajectory recognition algorithm to monitor whether unheavy trucks were entering the heavy truck lane when using heavy truck lane plan. The video hardware used existing vision sensor according to ramp specific circumstance.Aiming at design practice,the text did a creative job on combining ramp control algorithm with dynamic image understanding algorithm on monitoring. And it also raised the monitoring software from information collecting phase to information analysis and decision phase. So that the monitoring software's function was raised from semi-automatic control to automatic control ,and thereby adapted to super highway's urgent needs for monitoring software.I hope the detecting and monitoring system in super highway ramp the text studied can be useful to the study and apply of highway automatic detecting and monitoring technology.
