With the development of geographic information systems, vehicle monitoring software based on electronic map develops continuously. However, the electronic map in practical applications is mostly two-dimensional; it does not reflect the level and tilt between vehicle and actual terrain. Therefore, it is necessary to design the vehicle monitoring system based on the three-dimensional.This paper analyzes the structure of existing vehicle monitoring system and function of various parts, and proposes a program of vehicle monitoring system based on 3DGIS. The whole system consists of vehicle terminal and monitoring center. Monitoring center includes communication servers, data servers and monitoring client. Communication server is responsible for forwarding data, and data server is responsible for storing data, and the monitoring client is responsible for displaying three-dimensional map and monitoring vehicles. Generating three-dimensional map in monitoring client is the focus of subject. A complete process of generation of three-dimensional map is designed. Displaying 2D map symbols on 3D map is implemented, and 3DGIS is applied on vehicle monitoring system. The realization of the entire vehicle monitoring system is also applied to the GPS technology and GPRS technology. GPS technology primarily helps vehicle terminal determine the location of the vehicle and receive the current coordinates of latitude, longitude, the current driving speed and vehicle information. GPRS technology is considered as a bridge to connect the vehicle terminal and monitoring center and ensure vehicle information which can be transmitted via wireless communication to communication server. Communication server not only delivers the information from the vehicle terminal to the monitoring client, but also stores these data into a database for the purpose of querying.The overall design concept and whole framework of the system is put forward, and the vehicle monitoring system based on 3DGIS is preliminarily implemented. With the combination of 3DGIS and vehicle monitoring system, users can monitor the vehicle in three-dimensional map.
