Video compression technology and network technology are two of the vital technologies in video monitoring. In recent years, with the great breakthrough of those two technologies, video monitoring develop to the third generation IPVS system which is a video monitoring system based on IP network. The 3rd generation system,based on the network, has great convenience in system extension and amelioration as long as the integration with other system. Besides it has incomparable advantage both in high quality and explicit digit image and practical monitoring management and maintenance. This paper investigate designing a traffic monitoring based on the third generation monitor system.In this paper, we first investigate the existing works on Video compression technology and network technology. Subsequently, a network video monitoring system is proposed based on the demand of a real traffic monitoring application in Guangzhou. The monitoring system has seven functions including video monitoring, video recording and recording playback. In this paper, the framework of the monitoring system and the properties of its three main components are introduced. Particularly, according to the investigation of network construction using MPLS based technique and the traditional SDH based technique, together with a comparison between building a network and leasing a network, the MPLS-VPN based network construction technology is discussed and some network construction suggestions are given. The extensive experiment results show that the monitoring system designed in this paper has a good performance which perfect matches our expectation. Therefore, the research in this paper is meaningful.
