In recent years, with the continuous enhancement of China's digital information level, all kinds of information is exponentially increasing. As the first step of human resources information management, the personnel information recorded really is that important. With the development of the society, information input is becoming more detailed and workload increases. The traditional type of computer inputting by filling in paper form and manual entry can no longer meet the need of government departments and the enterprises. This thesis, which will make some valuable contribution to the application of the system, expounds how to improve the efficiency of the personnel information recorded, reduce the problems such as missing or errors of the information input.Firstly, based on the analysis of the traditional personnel information recorded way, the thesis found out the existing problems in the traditional way, and then proposes the solution according to the known problems. These include realizing handwritten automatic identification by the existing handwritten pen technology, accomplishing wireless transmission through the mobile equipment, uploading the file server and client PC end through the relevant software combining PC.Secondly, the thesis introduced and analyzed relative techniques such as Automatic Identification, GPRS, Database, to provide a whole data flow. This system achieves wirelessly uploading data file to server basing on the program in the mobile phone written by Eclipse and Java. This system can also realize the efficient conservation management of the file from mobile basing on the fileserver applications written by Visual C++ and MFC. The client PC refers to the original data recognition software in handwritten pen equipment, and increases the function of the database management and file-reading.Finally, from the application implementation, this project has also shown itself meet design requirements, and achieve good results. Through automatic inputting handwritten information to the terminal database, the project manages systematically to reduce the manpower or resources consumption in the process of inputting information, and improve work efficiency eventually.
