In 2000, Berners Lee first proposed the concept of third-generation web-the Semantic Web. The reason why the Semantic Web is called third-generation semantic web is that he changed the role of network technology what the computer main role was to show the information, almost does not participate in the processing of information, ignoring the powerful functionality of the computer processing of information. Making a huge network of infomiation and data can not be effectively dealt with, but also caused a lot of intelligent applications on the network can not commence. In current theories of the Semantic Web, resources'information and resources'relation is immutable. But we all know in the wider world, the information in a different social environment, different cultures, different areas are different. At the same time, the semantics of the information will evolve with the changes in external factors. In view of this point we combine the Semantic Web, ontology principle and fuzzy to expand the Semantic Web,adding the fuzzy to describe the resources and the relationship between resource, and maked the dynamic changes on the description resources which added fuzzy. In the above theories.we join Mutual-description as the premise and come to us based on Mutual-description fuzzy semantic network. The core of the Semantic Web is ontology, and at the same, the core of the fuzzy semantic web is fuzzy ontology, and fuzzy Semantic Web's main construction is to construct the fuzzy ontology prototype model. In this paper, after we research the principle of the Semantic Web and ontology principles, we research on based on Mutual-description fuzzy ontology architecture and all levels" specific functions of Mutual-description fuzzy ontology architecture. At the end of the resarch we make these theories applied to the fuzzy ontology management system prototype system.In this paper, we make the following studies:We study the ideas, theories, and development status of the Semantic Web, focusing on architecture, the specific function at all levels of the Semantic Web architecture, in particular. the layer of described in the Semantic Web into the Semantic:RDF, Ontology and logical layers.We research the existing fuzzy semantic web, and extend the semantic description layer of fuzzy semantic web, the existing fuzzy abstract relations of the Semantic Web's individual membership formula in the formal representation of the class are given.According to the existing fuzzy semantic network theory, we add Mutual-description to the theory of fuzzy ontology, and make the fuzzy ontology'classes, individuals and property is no primary or secondary, each element is expressed through the other elements to reflect. This also happens to reflect the real situation of the real world. For example, we say that a great talent, then how can we see this talent, to be embodied in all of the things he has done and the people around. A class is to rely on this type of property and belong to the class of individuals to reflect, at the same time to reflect individual rely on which class belongs to and the individual's properties, the property is to reflect the role they belong to the class and individual, this is the expression of our fuzzy ontology's Mutual-description.According to the existing directly relation and it's evolution, we research the indirectly relationship and it's evolution, in special described specific content of the indirectly related.According to the theory of fuzzy ontology, we give a fuzzy ontology architecture model.
