This paper follows the international standard ISO11254-1 and GB/T16601 in 1-on-l test part of the requirement. We designed the optical surface laser damage threshold test system of the eye-safe band, and successfully build a optical surface laser damage threshold test system which can automated tests.According to the test system requirements, we made a study and design of laser light source to the system. From the three-wave mixing and phase matching angle, we derived how OPO works. We proposed the use of external cavity to product laser light source, and the use of Galileo-style telescope system to expander the beam, we use three sets of eight neutral absorption-type filters and the stepper motor to achieve a combination of energy attenuation, and use the CCD which is based on the up-conversion of fluorescent material to measure laser beam quality, and successfully made the beam which has the diameter of 6 mm, and a large divergence angle focused to a diameter of one hundred microns, and the energy levels which is more than 100, and succefully achieve real-time online monitoring of beam quality. We analyzed the different methods of the identification of the optical surface laser damage, and from the point of automation, we proposed to use laser light scattering, plasma flash and computer image processing technology to determine the damage of optical materials, Thereby reducing the factors of man-made miscarriage of justice, improve the accuracy of determination. In the computer image method, we studied the corresponding algorithm, and the experiments show that several algorithms mentioned in the text to determine the damage can be achieved. Results of this study have been used for 1.57μm optical surface laser damage threshold test system.
