Multimedia trunk commanding system is one of the most important methods in public security organ reality management and scheduling. By the perfection and extensive usage of the future generation network, which force to integrate the transmission, control and management of multi-service such as multimedia voice, graphic (including image and video) and mass data demands in unified bearer network becomes developing direction. This will be development trend for future public security organ response emergency cases as well. To realize voice scheduling base on VoIP, and enhance reliability, flexibility and service extensibility of it, this thesis research and develop a multimedia trunk voice scheduling platform base on soft switch.According to the public security organ demands of various kinds of outburst cases such as fire hazards, explosions, large-scale activities, and integrate functions, features of soft switch, this thesis forward model of multimedia trunk scheduling system which base on soft switch, and analyze the system functions. This thesis design and develop the multimedia voice scheduling platform fundamentally of this system model. Firstly, research and analyze the main technology and key protocol of the system, which is soft switch and SIP. Secondly, research and design a SIP server, analyze the functional requirements of multimedia trunk voice platform, and module design for these platform requirements. Lastly, within development environment Visual C++ and SQL server 2000, on basis of Windows Socket, realize the programme development of multimedia trunk voice platform base on soft switch, design and realize modules such as call control, timer, and speech data transmission. And on this basis, develop core voice scheduling function modules of individual calling, group calling, voice monitor, break down and executive right of way. System experiments show that the design of voice dispatch function is enough to meet the needs of public security in emergency cases when they response to the emergency cases.
