In order to follow the rapid development of the world's military modernization and the force's constant expansion, Each unit actively using high technology—Video Conferencing to manage the Daily management. Therefore, study how to record on video meeting a document management, as well as video files confidential work has become increasingly important.This paper completed based on the video conference management system, and it has a basic knowledge of video conferencing, according to needs analysis, establish the system's function model, and video conference management system, finally finish the overall design. In the database, the E-R model based on database design method to complete the conceptual design of the system database and logic design. System through the video of the meeting of the full tracking and recording of the meeting recorded image information stored in the database, Through the operation of the database to achieve a record of the meeting documents, query, video compression, formatting, system backup and restore functions.In addition, combine the military practical secrecy needs, This article focuses on the analysis of encryption and decryption algorithms for video research. This paper first describes the H.264 video compression coding standard and its encoding structural characteristics. Compare to modern popular video encryption and decryption algorithms, Finally, bring a new selective encryption algorithm-chaos block encryption algorithm, use the chaotic generated by pseudo-random sequence generated two kinds of passwords sequence of the video stream block cipher, and to this algorithm is integrated into the management of video conferencing units to be verified, yielded excellent results.After the system testing, the system registry, minutes of meetings, conference information, file compression, data backup and recovery functions can be achieved; from the use of chaotic video encryption algorithm, the experimental results of analysis of known encryption algorithm proposed in this paper complexity is low, has good security, the real-time video data encryption requirements.
