With the increasing competition among enterprises, human resource management has risen to the height of corporate strategic decision-making, and the performance management is one of the main tasks of human resource management. Through the performance management information system, enterprises would integrate enterprise resources to the greatest degree, motivate the enthusiasm of staff and improve overall efficiency, and finally, achieve the best allocation of resources to maximize output efficiency and improve competitiveness.Chengdu Electric Power Bureau launched a comprehensive performance management project on April 13, 2007 to actively cope with a new challenge for human resource management, put up between people and work in a Golden Bridge, and ultimately achieve "realizing the personal value of employee, enhancing corporate management level, supporting the development of Chengdu Electric Power Bureau," which is a new realm of business management, release the real meaning of performance management and implement the significant shift from human resources to the "human capital".This paper makes Chengdu Electric Power Bureau as the main object of study, researches the study of performance management information system at home and abroad on the basis of the status quo deeply, combines with the lack of performance management and practical needs about Chengdu Electric Power Bureau, then designs a set of Electric Power Bureau Performance Management information systems lastly. The system uses B/S system architecture and Asp.net technology, and it realizes the functions such as server back-stage management, client-based information management, assessment data management, assessment management, query, statistical analysis and performance management. The whole assessment process adopts a progressive cycle of performance plan-performance of the implementation-performance evaluation- performance improvement, the system interface is simple, clear and intuitive, compatible with the current assessment model, and it provides a reliable assessment of the technical support platform to enhance and optimize the program in the future.
