With the central concept of building a harmonious society proposed, refinery enterprises more and more emphasized production security. Through accident analysis we found that the majority of enterprises from the operation of the accident result from improper, illegal operations. In order to reduce and prevent the incidence of such accidents, we starting to develop a production of the controlled management system and using information technology to improve the level of safety management applications.Through the analysis and combing of operation rules of petrochemical companies, we conclude a scientific, reasonable and practical four logical decomposition model. These steps are the system's basic data source information. The system's function can be analyzed from the two main lines: First, users can realize the management of operational procedures and complete version control. It also provides a learning platform for users. Second, it confirmed mechanism step by step. The user can follow the operation rules which configured in system. The system will automatically display confirmation prompt status and record confirmation for statistics and analysis.In this research we started from the safety requirements of the petrochemical company in the production and found the information technology and business meeting point. Then we select B/S software structure to develop system. Based on the above, we designed the overall functionality of the system and database structure, and also described them in detail. We give a practical analysis about the system application effect, and conclude the key technology of the system. In the essay deficiencies are also pointed out. Finally we demonstrated the future develop trend and provided a few advices.This system has been used in Lanzhou petrochemical company. It can standardize operation, eliminate hidden dangers, reduce operating fault, and incidence of accident caused by violate operation, and improve the overall scheduling, collaborative work level and ensure the high efficiency, stable and safe device running.
