As China's economic development, the demand for land and geographic information resources has become increasingly urgent and diversity. The way of information transmission tends to be diversified. Land resource information has become a public information resources. In addition to specific agencies to provide professional information services function, but also for the local economy and public life of service. Geographic information services department is an extension of service for the user to expand the scope of services, opening up new deep-services approach.How to solve a variety of geographic information systems to facilitate the delivery platform, to take full advantage of the current rapid development of mobile communications and 3G technology, geographic information services, remote data interoperability and information integration, for an extension of land resources information services and public information resources development of great significance.In this thesis, to do the research of GIS application in land resource information , a SOA-based GIS prototype system for mobile communications and wireless network environments was design. In this thesis, first outlines the status of GIS research and theoretical foundation, discusses the impact of the development of the key technology's for GIS; then the GIS architecture and key technologies in-depth research. On this basis, the paper design and implementation the components in Java, and build a SOA-based GIS prototype system. Finally, for the actual work, discuss the prototype system of extension services in the field of application for land resources information development, present a new solution for land resource information providers.
