Based on the electrical audio-visual hardware and software, the 1980s witnessed the development of TV Education film and campus cable TV system as well as the birth of college campus TV. In the 1990s, with the vigorous development of cable TV in China, the TV transmission technology became more and more mature and college campus TV station thus played an essential role in college press publicity. Therefore, how to make best of the TV tool in press publicity and bring its educational function and advertisement into full play concerns each of the college TV people.There is few literature reviews about the college TV studies, which intrigues this study. The current study, through questionnaire, statistical analysis, case study, and experience, makes a tentative study in detail about the college TV programs. Such practice can supplement relevant gaps. And the thesis consists mainly of the following three parts.First of all, the paper makes a questionnaire and analysis about the current situation of college TV program. The questionnaire concerns college TV stations in Zhejiang Province and students from Zhejiang Normal University. It focuses on the programs broadcasting, programs contents and TV ratings and program satisfaction rates. Based on the questionnaire, the author makes a tentative analysis towards those data. It vividly reflects the general situation of the college TV stations. The results show that the formality, scale, quality and influential power are far from satisfactory. Most of the programs are in the stage of self-appreciation and the education resources cannot be brought into full play through the college TV.What's more, from the perspective of the audience needs, there exists a contradiction between the programs and audience needs. The problems mainly consist in its singleness and fail to meet the needs among its audience. Moreover, low-level programs cannot meet high-level demands. Besides, unsteadiness of the programs fails to attract its steady TV fans. Finally, traditional TV transmission mode fails to keep pace with the tendency of digital TV development. The reasons behind this phenomenon are mainly owing to the restriction of the system and weak TV making power and poor ideals, which result in the program low quality. Eventually, based on the existing problems and roots, the study puts forward three aspects of strategies:The first is to improve program professional level and improve its quality; the second is to highlight the educational brand and provide education-based and education-oriented programs; the third is to break through the traditional ideals and make the market as its driving force. Meanwhile, three relevant innovative schemes are put forward:first, making use of the mode of collegiate cooperation and establish college TV union, TV stations can accumulate the powers of other colleges and broaden programs resources and film-making force, by so doing can the isolation be avoided. Second, it is necessary to establish college TV program-making company, which is run on the basis of market orientation. This practice can take advantages of college students and bring their initiatives, potentials into full play. Third, it is necessary for us to open digital TV platform and Internet platform, enlarging broadcasting scope and influences and making the campus TV totally connected to the whole society. By so doing can the college TV station provide better service to teachers and students on campus as well as contributions to the whole society.
