With the development of computer technology and the raising of information—based horizontal, computer-assisted testing is widely used. Such as English examination to go abroad, the employee occupation qualification appraiser examination, examination of modern education technology courses, the party school graduation examination, the national computer grade examination, the college computer grade examination and so on. Computer-assisted testing is to be more extensive and profound development because of its special advantages, that is, it can examine to test personnel's skill. Almost of examination is adopted computer-based testing from the information technique occupation authenticates examination, the grade examinations in the college,the related computer course examinations, the grade examinations of information technique in the primary and secondary schools to the entrance exam of information technology to college in the east developed area.As an important complement of computer-assisted testing, computer-assisted assessment of IT skills is subjected to extensive concern and research that is termed automatic marking of IT skills. The system of design and development based on the theory of computer-assisted assessment of IT skills is termed computer-assisted assessment system of IT skills or automatic marking system of IT skills. The type of IT skills testing can mainly divided into objective questions and operational questions, which objective questions includes multiple choice,criterion etc. and operational questions includes text entry, OFFICE(Word,Excel,Powerpoint) etc..The current automatic marking system of IT skills has already carried out the common marked of IT skills testing, such as the national computer grade examination, ZheJiang province computer grade examination, ZheJiang Normal University modern educational technology examination. The effect of carrying out computer-assisted assessment has directly impact on the value and significance of computer-assisted testing.The thesis summarizes the current advantages and disadvantages of domestic and abroad computer-assisted assessment system, applying the theory and practice of computer-assisted assessment, educational evaluation, computer science to improve it, and designing a more comprehensive, scientific, and stability of computer-assisted assessment system.The thesis consists of four points:(1) It analyzes and researches the theory of computer-assisted assessment, education evaluation, computer technology and so on, and guide practice based on the theoretical research.(2) It analyzes the main method of computer-assisted assessment of IT skills at home and abroad, compares their advantages and disadvantages, and improves and refines them. The main improvement is the extraction and analysis of the examination of information on the candidates and feedback information after assessment.(3) It carries on certain innovative practice of computer-assisted assessment system, mainly including enhancing the accuracy of system reviews and improving the efficiency of the reviewers.(4) It carries on the effective of formative assessment and summative assessment for the result of assessment according the theory and practice of educational evaluation, and promoting learning effectively.
