With the development of the technology of computer software and hardware, computer games, being interesting and virtual, have come into people's lives with an incredible pace. Therefore, it will have an extensive prospect and deserve research to implement games into instructional simulation and make full use of the positive aspects of them. However, in the existing practice, comparatively left behind script technology has become the bottleneck to restrict the improvement of teaching effect.First of all this paper analyzed the present situation of the training for power employees and the possibility to integrate the fun of the game into training. The best way to solve the "habitual violations" of the power operation is to train power employees, and through training to help them develop good working habits. However, what are mostly adopt by the current power system training is that issue security procedures manuals books and materials, and both staff independence study and concentrated training. This form of training is boring, neglects the exercise and is difficult to assessment, wasting a lot of manpower and material resources and financial resources. The power system can not meet the security requirements of the training has seriously hampered the development of power industry, and its hidden dangers like a volatile time bomb, ready to power system may cause an accident. So we must change the current training methods in order to improve training effectiveness. In the current rapid development of the information age, the training content is rich with the development of the times. Standardization, fairness and fun of electronic games for the training provide a new channel. In fact, many games in addition to have function of entertaining, but also have educational and training function. The process of Players play a game is also the process of implementing regulations and organizing the regulations. Rules formed by the game will be extended to daily life, what is useful to the players to master the specific content of education and training. By the game in simulation form todo power regulation training can stimulate training interesting, and achieve a very ideal effect. From the constructivist perspective, knowledge is neither the objective, nor subjective, but it is the gradually constructive results during the interaction process between the individual and the environment. The value of the game is not in giving entertainment to all ages, but in that gradually constructs the function during the process of the interaction of individual and the environment. In other words, the "learning factor" included in the course of the game take imperceptibly constructive influence to the participant's knowledge, thinking, ability and psychological, etc.Secondly, concept, feature and classification of instructional game simulation were presented and several tools were listed. After limitation of traditional script was analyzed, virtual script technique is proposed. Instructional game simulation for power rules train was given a penetrating study. Traditional instructional game simulation model based on game engine, lack of some modules such as feed back in site and story script, etc., doesn't meet the need of power rules train. For covering this shortage, the new power rules game simulation mode based on game engine is proposed in the thesis.Finally, in the actual project electric power security rule games simulation, virtual script technique is used intelligent character tactics generating is designed and realized in the application of virtual script. After the software was tested by numerous ways, the application of virtual script improves both the interest of game simulation and the effect of train, which reaches the expected aim.
