Today, the rapid development of Internet makes the Internet's practical value and the dependence of people on the network gradually increased. When people use Web browsers to access the Internet, most of their concerns are the time elapsed from the beginning of browsers send the request to displaying the entire page on users'screen. The length of time directly determines the user experience of comfort. However, in some developing countries and regions, there are many high latency networks resulting from the low bandwidth or high propagation delay connections. High latency networks clearly do not meet the user experience of comfort.The TCP that widely used on transport layer, has some problems like HOL blocking, vulnerably attacked with DoS and small file transfer inefficiency. Now, there is mach related research to address them, especially in SCTP's research. However, after a detailed study we found that there are some problems:First, for some reason, the research of high-latency networks which widespread exist in developing countries or regions is very little. Second, most of the existing research on the Web Transmission is reducing the negative impact of HOL blocking from the side.To solve the above problem, much relevant research was carried out. First of all, the research was processed under the environment of high latency networks. Secondly, we analyzed the transport protocols TCP and SCTP, and compared them. We found that, compared with TCP, SCTP with one homing can not reduce the page download time in essence, however, the former could reduce the Web page response time on the users'visually perceivable. Finally, a program which can to avoid the HOL blocking was presented, and experiments demonstrated the effectiveness of the program. The program could make SCTP's logical data stream to avoid the HOL blocking certainly, mprove the response speed of a web page, and enable users experience of comfort improved. Finally, the research is concluded with future work and the suggestions are proposed.
