Civil aviation is a high-tech, high-risk capital-intensive service industry. With the purpose of implementing principle of"safety first, precaution crucial", improving risk management of work safety in civil airports scientifically and reliably, the risk management system of work safety of civil aviation industry in area of Northeast region is constructed in this article by applying forewarning management theory combined with safety science and artificial neural network science integrated, which could further reduce the accident rate, decrease the economic losses caused by aeronautics accidents and promoting the stable and sustained development of civil aviation industry.Firstly, the situation of research on forewarning and related theories of civil airports domestic and overseas is generally introduced in this article. Meanwhile, the management status of civil airports is analyzed and compared between in China and aboard. On the basis of deep awareness of operating safely conditions in airports, forewarning index system of civil airport is established according to the principle of system engineering and several aspects including human, equipment, environment, management and operational data. In addition, forewarning model is built by utilizing BP neural network.Furthermore, the announcing channel of forewarning signals is explored in this paper. Based on that, specific method about forewarning information publishing in civil airports is proposed subsequently.
