Tobacco industry is a special industry, because some internal transaction demands have happened during the sale trade under monopoly system,which is so different with the demands of market.In addition, because of the existence of tobacco monopoly company, the sale system is more different with other retail industries.However, with developing of internet of things and the invade of foreign retailers, even in this monopoly system , something has to change ,that is enterprise information system.Design and implementation of an enterprise information system is complicated .since the system must integrate enterprise architecture and data architecture, and it must adapted to business processes in which the core business processes are sales and marketing, so sales management systems must meet higher level requirements. In which the basic thing is the supply chain management that emphasizes collaboration and reciprocity of suppliers and dealers. The cooperation relationships between Hunan Cigarettes Industrial Corporation and other commercial companies in province are the basic to the sales management system.Whether a system is success or not is depends to achieve business relationships and software elaboration. So our main target is to construct an applied refining MIS from complicated marketing business. We analyzed the architecture system of Hunan Cigarettes Industrial Corporation and its sales business ; introduced some basic theory of skill and some model will used; studied a few inventory control methods and summarize some advantages and disadvantages; presented a active vendor managed inventory supply strategy based on stock-to-sales ratio;optimizated the Business processes and stock-to-sales ratio rationing model , analyzed the algorithm of consignment and prediction function;Based on the needs analysis, designed function and background database of the system, and achieved the function; at last we analyzed the application effect of the model,and pointed out some shortages which may propose some advices for future researches.
