Its connotation expands and spreads constantly with the development of the society. Eventually, it develops into the meaning of all aspects of Private life relating to human dignity. The concept of privacy right has had a history of more than one hundred years. In 1890, the concept of privacy was put forward by American scholars Brandeis and Warren for the first time.They thought the right of privacy was an important part of human natural rights.from then on, the research or discussion on the privacy right was gradually recognized and valued.With the development of Information Technology and the growth of human's Information Needs, the majority of library users begin to get various services from the library. However, there is bound to be some users' information associated with their hidden information in the process of using libraries. Therefore, the protection of library users'privacy has become one of the most important major problems concerned by the library community. The protection of library users'privacy was gradually established in the process of library services. The library users'privacy mainly refers to "the facts of reading"and" the facts of utilizing ", which are generated in the process of the majority of users contacting with library services. The library users'privacy right refers to the majority of users'sacred inviolable personal right, which is enjoyed by the users during the course of accepting library service.With a variety of new information technology's applications and development in the library, there is bound to give some issue impacts to the library users'privacy right. How the library effectively solve the library users'privacy issues under the influence of new information technologys become an important topic in academic circles. The proteetion of the library users'privacy right is a kind of respect to others, who exist independently and is required in the healthy development of the library.Currently, however, our country's laws and regulations are not perfect, users'self-protection awareness is not strong, the professional ethics of librarians is relatively low and the controlling of information technology is relatively weak.So, the protection of the library users'privacy right will be one of the most important problems must been addressed during the development and evolution of libraries.This article focuses on the impact of library users'privacy with the development of information technology change, and selecting a few relatively touted technologys were to introduce the potential privacy issues. Finally, the author believe that it should be from industry'legislation, protection technology, quality of librarians, users themselves and so on, to sovle the problem of the protection of library users'privacy right.
