Intelligent video surveillance techniques is a new kind of computer visual technique recent years. artificial intelligence techniques and digital video process techniques recognize and analysis the monitored target to control the target. Intelligent video surveillance techniques is a kind of complicated techniques. Especially for the recognition of moving object detection and tracking display is intelligent video surveillance a hot research field, How identify objects features accurately in the complex environment are still the difficulty point of research in this area.This paper mainly discusses and proposes a video monitoring system collect pavement information by using the image. And with three kinds of video monitor algorithm (light flow method, frame difference method, the background difference method) as base, calculation the flow of traffic, according to the flow information, through traffic lights with lower level computer control system of the traffic lights, with reasonable distribution of general, broken time to slow traffic pressure, lead to the faster and more rapid persuation road traffic. We established a simulation validation model in lab, and do the experiments on simulation model and computer platform, get good effect with the same core image processing algorithm.We realized the recognition and control of flowing on auto by the computer system and the embedded system. And got good effect on the experimental stage. But considering the various factors in actual working condition, the system still need improvement in long-term practical applications, and make it more suitable for road traffic control system.
