In china the rapid increase of vehicle in use has lead to heavy traffic congestion, which has caused loss of wealth and a rising number of traffic accidents. It brought about personal loss, environmental pollutions, and a series of social problems. The traffic congestion has gradually become the common issue of economic and social development. To solve the traffic problems exist in transportation, all countries have established Intelligent Transportation System(ITS:Intelligent Transportation System) to the road traffic flow by real-time detection, in order to get the information of the operation of the road traffic. And according to the dynamic changes in traffic flow, we can make quick traffic induced control, to reduce congestions, traffic delays and the probability of the traffic accidents, ensuring the traffic safety, and making full use of transportation facilities, to achieve intensive development of traffic transportation, achieving the purposes of Intelligent Transportation System.This paper studies car flow monitoring technology which is based on traffic vehicle monitoring, and then provide the basis for intelligent traffic control. Traffic flow monitoring technology has become one of the important research topics of the intelligent transportation system.This paper introduces the status of the development of intelligent transportation system at home and abroad, the advantages of video surveillance, and video monitoring in the use of image processing technology, through research and analysis of existing algorithms, and according to the demand of the real environment to the project work, choosing and improving the relative algorithm To design a rational system. This paper adopted the traffic scene during the background which used to detect the vehicles, and count the vehicles by setting the virtual coil. Traffic scenes on the night based on the image segmentation and through the circular degree of detection to distinguish the interference of motorcycle headlights to make traffic flow statistics, based on this technology platform to complete the Matlab programming work. Designing and developing the monitoring demonstration system. Using actual shooting video traffic scene of Jiangmen proved the feasibility and reliability of the system of areas in need of improvement, the thinking.
