This paper presents a fire plan visualization system based on electronic sand table and gives a concrete realization of the system. The system uses area key units as the research object. It use GIS as the core of graphic database and analysis, sharing data, for use by different levels of command. With system analysis, artificial intelligence and computer technology and other advanced technological means, through a standardized software development processes to achieve, it is an auxiliary fire commanders making scientific command decision software systems. It is key for construction conditions of the area key units, fire area, main risk source information, possible to predict the site of a fire assessment, work out the appropriate preparation and deployment operations, provide some relevant auxiliary information and information for the commander and the first time usually familiar with the units of master plans, give commanders reference for decision-making, and it will be play a significant role in guiding to fire-fighting and rescue work.The system includes: data maintenance management, plan data information, plan model management, GIS functions and plan dynamic deduction. Data maintenance management is mainly to add, edit, import, export plan data, grade management application; plan data information is mainly fast query based on elements; plan model management is mainly navigation based on case elements; GIS functions is mainly map operation and space navigation; plan dynamic deduction is mainly dynamic player demo of fire-fighting operational deployment steps.In design and development process, based on spatial information visualization, using World Wind as a development platform, combination with the fire protection system and characteristics, so we have designed a plan visualization system based on electronic sand table. This system organically combines multi-media technology and geographic information technologies together. It provides users with easy and friendly user interface, and use multimedia technology displaying images and sounds intuitive, graphically to users. With GIS-based data repository construction, It provides a convenient search function and effectively improves fire-fighting and rescue work efficiency of command and decision.
