Institutions of higher learning (IHLs) are designed to cultivate qualified personnel for the society, whose laboratories are indispensable to perform various educational activities as well as scientific research programs. The recent years have witnessed in our country the fast expansion and increase of IHLs,the greater demand of experimental materials, and the increasing purchase funds.Now IHLs needs more experimental materials in both quantity and variety than ever before. However, these materials are usually needed for specific technology, and specialty-oriented, besides, most of them are of such low-unit-price, low-value and nondurable items as glasswares for lab,chemical reagents, and electronic devices. In accordance with the Government Purchase Legislation of the People's Republic of China first implemented on January 1, 2003, as these materials are not up to the government purchase limit and are unable or difficult to carry out centralized purchase, they are to be purchased by the IHLs respectively.The majority of IHLs are still utilizing the traditional manual purchasing model i.e. The staff-service model, which complicates the purchasing procedures and prolonging the purchasing cycles, thus resulting in some IHLs handicapped by their locality being unable to secure all materials needed for their teaching and experiment, hence detrimental to the healthy development of subjects and specialties and the proper function of teaching and experiments. What's more, many cases of corruption and briberies happened all on account of the low quality of the purchasers and the lack of proper internal monitoring and management mechanism. Therefore, it is imperative that modern advanced means and technology be introduced to experimental materials purchasing in IHLs so as to improve the material purchasing quality and efficiency and thus warrant the healthy development and proper function of IHLs.The present study probes into the status quo of the experimental materials purchase management of IHLs and the global online purchase model. Based on a careful comparison between the relatively well-developed online business materials purchase management system and those adopted by other IHLs, an online purchase model characterized with E-commerce, high visibility, low cost and high efficiency has been designed and developed to meet the purchase requirement of IHLs. The said model, if put into practice, is expected to enable the IHLs to go through the procedures of declaration, examination and approval, and purchase through the Internet, without being impeded by the time and distance between the purchaser,manager, and supplier as under the traditional purchase model, thus greatly facilitating timely treatment of purchase information and enhancing purchase efficiency.
