Along with the rapid development and wide application of the Internet technology and communication technology in our country, a new generation of information platform is mature with each passing day. In the face of the impact which brought by a new round of the technological revolution, the traditional media industry's dominant position was seriously shaken. Even more, some part of the older industries is in dangerous of marginalization, because their technical and business means is too single to hold on. In fact, the broadcasting industry is included in.In the early twenty-first Century, China's broadcasting industry has begun to lift a digital tide. In this round of broadcasting technological revolution, the broadcasting industry is rapid rising. Also, the broadcasting industry is making a comprehensive attack from the points of the program form, management structure and other aspects. All these actions are for one purpose, that is, to enlarge market share in the increasingly intense competition. Until now, people have achieved some results, after all, the advertising market size is finite, that's why the development of broadcasting business come to a bottleneck in the same time, but different areas. However, in some of the foreign developed countries and a few of domestic developed areas, the broadcasting business has found a way to develop itself rapidly and continually. Their method is to develop innovative mode of development, as a result, they have gained their remarkable success.First of all, this paper carries on the analysis about the development situation of the domestic and foreign broadcasting industry, and put forward a problem existing in the process of the development of China's broadcasting industry that the broadcasting form and the management structure are too single.Then, the paper analyzes some successful cases which based on the domestic and foreign radio stations developing in the new pattern.And then, in the central part of the paper, based on the lessons learned and combined with the development situation of Tianjin People's Broadcasting Station (TPBS), I put forward a new mode which is constructed of three layers on the parallel direction for the development of TPBS. There are two main innovation points of the study. First, this paper combines the risk's assessment mode based on the credit-game theory with the workable method how does TPBS provide loan guarantees to the industries on the downstream direction. Second, this paper makes a linear regression analysis of the relationship between the profit and revenue based on the traditional mode and the new pattern. Compared with the traditional mode, this analysis can be look as a quantified analysis of the advantage belonging to the new mode, and will be of positive significance for propelling the new development mode.
