| The Automatic HD Recognition technology of vehicle number plate is thespecific application of image recognition technology. It uses the HD cameras forcapturing the panoramic image of high-speed motor vehicles, and then it extracts thevehicle plate number from the panoramic image. This technology owns the followingadvantages, high recognition rate, user transparent, less impacted by environmentalfactors and identify quickly. So this technology is widely used in highway gatemanagement.The information and intelligent development of Highway Traffic Management isone of current focused researches, but to the problem about how to monitor andmanage the vehicles when they are in high speed and the road gate traffic is heavy,domestic and foreign scholars have not raised effective solutions.Considering above problem, this paper proposes a scheme combined with imagecapturing with HD cameras, image processing technology and remote databaseaccessing technology, and then it implements The Police HD Intelligent GateManagement System. This system could monitor all the vehicles passing through themonitored road 24 hours per day with HD image capturing technology, and then itprocesses the captured images, recognizes automatic plate license number from theimage, transmits and saves these data to the database installed on the center servercomputer. This system has realized real-time monitoring the target road trafficconditions and managing effectively the driving motor vehicles.After analyzing the produced data, it proves that the proposed theory is feasible,and the designed system is practicable. This system offers important data andevidences for monitoring and managing the illegal motor vehicles and solving thetraffic hazards, also it provides important technical support for the automation andintelligent development of road traffic control. Besides, this system offers thesignificant foundation for building a harmonious society. |
