Along with the progress of science and technology, the demand on transportation also grows rapidly, which leads to severe transportation problems, Therefore vehicle video processing plays a more and more important role in national economy. The paper focuses on how to apply modern digital image processing technology to deal with the image sequence obtained for a video monitoring system in highway tunnel,so as to establish an effective, intelligent and real time management system.This paper reviewed the research status and some latest achievements in this field at home and abroad. After that, the paper introduced the development and application of video surveillance system, and the research purpose and significance on this system.Considering the complexity of highway tunnel monitoring environment, A monitoring system based on the proposed digital image processing technology for highway tunnel is designed and realized, by combining common license plate recognition algorithm,moving target detection algorithm and vehicle tracking algorithm.In this paper the monitoring system for highway tunnel is divided into three main modules: plate license recognition, vehicle detection and vehicle tracking. Meanwhile it is also introduced that the main technologies employed in each module. In the positioning part of plate license recognition module, by comparing several common plate license localization methods and discussing their shortcomings, a modified algorithm combining the Canny operator and morphology was proposed and verified.In the vehicle detection module, via a comparative analysis of several vehicle detection algorithms, the algorithm combining Multi-frame Difference with Edge Detection was adopted. In the vehicle tracking module, through the comparison of several common algorithms, an algorithm based on the Kalman filter and regional feature was finally proposed. The aforementioned algorithms were verified in the MATLAB software and achieved the desired goal, providing the theoretical basis and reference value for later research on the expressway tunnel monitoring system.
