Intelligence information is an important strategic resource for public security. Through the construction of the public security intelligence information made outstanding achievements, because of many reasons such as time, experience, investment etc, the current intelligence information system still exists some problems to be solved, such as lack of support loose coupling of the system structure and adaptability, low flexibility, high dependence of the server, low level of sharing and low efficiency. For the above problem, there is an urgent need to introduce a new technology to develop the intelligence information system.Agent technology is a hot spot in the research of artificial intelligence. Agent are distributed, intelligent, interactive, autonomous. In the dynamic and open environment, Agents can accomplish complex tasks by efficient collaboration. Because of such advantage of Agent technology, it brings a new way to solve the problems of information system. By introducing the Agent technology, we can integrate information resources effectively, provide intelligence information application means, and support decision making. Its helps greatly to improve the efficiency of the system, and promote the scientific development of public security work in the new period.This paper is based on a public security intelligence information platform. By investigation of the current situation of the intelligence information platform, we first make a detailed design of the system requirement according to the system's construction thoughts and aim. Then we divide the function module. On this basis, according to the idea of service oriented and J2EE structure, we design a three-tier structure of the system based on Multi-Agent. And then we discuss the data structure and how Agents cooperate. In the system structure, the Agents serve as the business logic module. Agents execute cooperate by CNP. In order to improve the flexibility and communication ability, we use XML to encode the content of Agent communication language, and design the grammar parser. Finally, we design the core Agents of the intelligence information platform.The information platform studied has been put into use. It provides the public security department effective means in criminal investigation, personnel management and comprehensive management. It achieved good results.
