The technique of Speed-measuring of Motional object based on video detection is the puzzle which is to be solved in the filed of modern traffic engineering. It is also the focus of computer vision field. This paper is studying in depth in the theory of the technique of Speed-measuring of Motional object, we put forward a design project about the Speed-measuring of Motional object based on double-Matrix CCD by analyzing the working principle of the CCD device and CCD-Detection system.Charge coupled device(CCD)have such features as self-scanning, high aspect ratio,high sensitivity compact structure and accurate pitch position, which make itself quite competitive in the measurement, especially in the motional object detection. Compare to the traditional sensor, Matrix CCD image sensor is not so expensive, it is less affected by the ambience and weather,at the same time it has high response speed. It also can save the image which contains the information of motional object real-time, so the Speed-measuring system which based on Matrix CCD has higher reliability, practicability, precision. It can prove image evidence of peccancies in traffic engineering.In this paper, the design project of Speed-measuring of Motional object based on double-Matrix CCD is stated in detail in both aspects of hardware and software. We also study in depth of the results of the experiment. This project is equipped with two Matrix CCD as front detecting device. Matrix CCD collect the image that contain the Motional object, then send the image to the computer, using arithmetic of image processing and arithmetic of computer vision to analyse the image that contain the Motional object. We use improved median filter and difference arithmetics to improve the compute speed of the system.A timing- trigger program which is homologous as electronical trigger is used as a timer.We complete the software by use the Visual C++6.0 environment. The results of the experiment show the system has high response speed and high precision. The results of the experiment indicate that the project introduced in this paper is available.
