Land Use Database construction is a huge systematic project, which is an important part of China's new round of land resources survey called "digital land project", and also is one of the first constructed basic database in current "digital land project". Database construction,as a special GIS project, provides foundation and basis for China's rural land use planning, utilization and protection of farmland and other land resources management in the future, and their data quality determines the system's analysis capabilities, even closely determines success of whole entire application.In this paper, Integrating with the Project "Land-use database construction of HuaiNan" and related technical documents and procedures, combining with source error in GIS spatial data of land-use information and land-use database product quality and reliability of and dissemination mechanism to discuss quality control theory and technical methods of land use database construction from both theoretical and practical.The paper described the entire technical process of land-use database construction, combined with technical problems encountered in the entire process from data collection to the database construction, starting from the study of GIS spatial data errors the process of building a database, making a complex analysis and study on original recruitment and inherent error and error size, nature and impact in the process of construct database.According to the land-use survey of HuaiNan, DOM (Orthophoto Map) base map was conducted as work paper, this paper focus on the DOM as the field notes drawn base maps, and raster image distortion during scanning calibration issues:analysing a variety of factors caused raster image distortion and deformation error during the process of building land use database; describes correct principles commonly used in raster image; proposed affine transformation model based on triangulated irregular network constructed geometric correction method (area corrected), the correction algorithm theory of original raster image, And comparing with the bilinear transformation model based on a four-point corrective methods and geometric construction rules of triangulation methods other common correction methods; Using ArcObjects as a control preparation to create TIN to correct raster image, solve the problem raster image distortion because of differen blocks with the DOM (was Orthophoto Map) working paper as work paper, then improving the accuracy of GIS data and quality of constructed database.
