Flight Instructor Comprehensive Quality Assessment System Design And Realization

In Civil Aviation higher education, pilot instructors are indispensable key factors. The pilot instructors'comprehensive quality evaluation is an important assessment to flight training schools. Designing a scientific, reasonable and feasible standard in pilot instructors'comprehensive quality evaluation and setting up a convenient and efficient comprehensive quality evaluation system which is suitable to new situations constitute the most urgent problems in Flight University.Based on the spirit of people oriented, the philosophy of pilot instructors as the main part of running civil aviation universities and the principle of management equaling to service, the dissertation attempts a discussion about pilot instructors'quality judgment system, the essential characteristics, designing concept and implementing principles of judgment methods. The aim of doing these is to strengthen the awareness of pilot instructors'quality evaluation and improve the experience of pilot instructors'quality evaluation. The dissertation mainly studies on pilot instructors'comprehensive quality, and establishes an evaluation system for pilot instructors'comprehensive quality.In the detailed evaluation on pilot instructors'comprehensive quality, pilot instructors'comprehensive quality evaluation contains lots of evaluating indicators. These evaluating indicators have the features of uncertainty, inaccuracy and fuzziness. At the same time, too many human factors integrate into the judging subjects, which will lead qualitative evaluation to bad creditability and accurate evaluation into difficulties. Therefore, after fully study on AHP, Fuzzy mathematics evaluation methods and Delphi Method, the dissertation selects the certain evaluation method to pilot instructors'comprehensive quality and seriously designs a mode to pilot instructors'comprehensive quality.By using advanced computer technology, we develop a set of evaluation system based on VB technology. This easily operated system has direct-viewing interfaces. It could simplify the organization and application of evaluation function, and guarantee the equality, disclosure and high-efficiency. The system is focused on each pilot instructor, keeps mode of pilot instructor comprehensive quality as the central task. It deals with the evaluation data reasonably, rapidly and effectively, and gathers statistics and analyses the evaluation results. Pilot instructors could understand their own quality development conditions and reach the aim of pushing the pilot instructors toward overall development.
