With the gradual increasing progress of urbanization in China and increasing travel frequency of people, the major trunk roads in cities are becoming increasingly complicated. Especially during rush hours and holidays, the main roads in city and nearby highways are crowded. For the complex traffic environment, this article designed a management system for monitoring traffic flow on the road.Firstly, this thesis introduced the major technology of GIS development, and analyzed the background, research significance and development of the current traffic monitoring software. Then against the actual conditions of the road on the Qiuzhou City in Zhejiang province, we make the requirement of monitoring system for road traffic. The first step focuses on the design of main flow, and expresses the design in UML diagrams. Then this article implements the system in accordance with the requirements analysis, and modularizes code of system. Finally, the comprehensive GIS-based highway traffic monitoring and management system was completed .In terms of traffic monitoring, and expounded flow monitoring Grey model and design of a fast algorithm of traffic flow on Grey model and utilization of Grey model of traffic flows in Quzhou City. Last, a single-step prediction of traffic flow chaotic time series is researched by grey model.The task of the system achieves displaying the real time situation of main traffic flow on GIS maps, monitoring traffic flow, sending early warning for traffic flow, representing the statistical analysis of traffic flow and more functionalities. As result, the people can be kept informed of current traffic information, so that it does not only facilitate travel for people, but also for traffic department to detect and dredge the traffic congestion areas in no time.
