With the continuous advance of triple play, computer networks, telecommunications networks and cable networks which all based on IP bearer network, reflecting that multi-services data transmitted on the same network, and a variety of business requirements for different network quality of services, hence lead the network providers must provide a new QoS strategy to enhance the network quality of service, enhancing customer satisfaction. Therefore, under the new situation, research the QoS strategy has very important practical significance.This article first analyzes the definition of the quality of service and the direction of the current research, differentiated service framework and its common queue scheduling algorithm, then discusses the credibility of scheduling model based on the DiffServ, with the basis theory of weighted round-robin scheduling algorithm and from the adaptive control point of view, for the changing traffic characteristics of the fixed network environment problems in the packet scheduling mode, this paper proposed a policy-based scheduling DDWRR (Dynamic Deficit Weighted Round Robin) scheduling system, this system combined with the module of update queue weight and Weighted Round Robin queue scheduling, according the size of the queue length to determine the network conditions and bandwidth allocation in real time to adjust and improve the credibility of the whole network system.Finally, using NS2 simulation tool to simulate the algorithm, and analysis the performance of the algorithm .Compared with the existing algorithms through the delay and packet loss rate, but also compared the performance under different traffic scene. The results show that the algorithm can control the sudden traffic in flow, reducing the packet loss rate. For the high-priority services, can reduce the delay jitter.At the end of the article, it concludes the whole text, and makes prospect of the future work.
