The Improving Design And Implementation Of On-Line Invoice System Of Local Taxation

Guangdong Local Taxation Bureau issued 1st online invoice in China in the morning on 1 July 2009.This was a sign that the online invoice system has began to apply and would gradually promote. It is based on the ADSL network, applies the online data transmission technology to instantaneously monitor the purchase,issue,query about the invoice and the data application, partly solves some main problems that the invoice data can't be collected and used in time and the false invoice. But it only can logon the Local Taxation Bureau server and issue the online invoice through the only ADSL network, and we often meet with the situations that the ADSL network and the server don't work, so the use of online invoice system is restricted. The taxpayers can't provide the invoice for the customers in that case, so Guangdong Local Taxation Bureau offers the paper spare invoice, and this can't avoid the existence of false invoice. Under these circumstances, Guangdong Local Taxation Bureau and Inspur Group decided to develop all-on-line invoice system in order to extend the online invoice system.Based on the status analysis of the system, the thesis had finished requirements analysis and system design about all-on-time invoice system, established a good foundation for system design and development. Meanwhile, according to the research of data collection and tax payment assessment of Guangdong Local Taxation, we had formed a series of modes of all-on-time invoice, so as to guide the information construction of domestic industries of the same kind.This improvement is based on the existing online invoice system of Guangdong Local Taxation. By adding 3G and SMS etc invoice-issuing modes, the thesis can effectively solve that the invoice-issuing mode is too single that the ability against risks is weak. And we don't need to logon the server, we can issue the invoice on the taxpayer client, so we can solve the problems of big cost of server resources and probably high breakdown probability. Meanwhile, this project can issue the invoice offline in case that we can't issue the online invoice because of the network failure. When issuing the invoice offline, we can store the invoice data on the client. Once the network is ok, the client will upload the offline invoice data to the server and shift to the online invoice-issuing status. And we integrated all existing resources that provide services for the taxpayers, so as to provide excellent,efficient and personalized services.Now the improvement of on-line invoice system has been finished, and has used in the Guangdong Local Taxation Bureau for more than 6 months. The all-on-time invoice system can collect detailed invoice data of taxpayers timely,roundly and perfectly, so that the tax authorities can grasp the invoice data of taxpayers correctly and monitor the online invoice-issuing conditions.This can avoid the existing of false invoice. And the design of electronic invoice comes up to the policy of the reduction of energy conservation and environmental protection.In a word, based on the analysis of business requirements and individual requirements, the thesis have designed and realized the all-on-line invoice system.It can boost the information construction of tax industry, and then promote the Guangdong Nanyue Golden Taxation Project.
