The project in this article is developed under the context of marketing planning system based on a J2EE platform. Approval authority function for the marketing planning system is designed and implemented. The main task of the marketing planning system is a logical business support platform for the communication of voice, data and other business marketing planning process including four basic modules which are marketing planning, marketing approval, execution and evaluation of optimization. The marketing planning system processes the marketing using IT. Since marketing approval process does not have permissions control, it doesn't meet the needs of today's business. Any case of a marketing plan requires the approval of different levels of staff and the staff in each level can only handle the marketing case of their own level. In order to achieve the above goal, the project designs and develops permissions control of marketing approval. It gives permissions for different levels of staff and provides a flow of multi levels of approving. When the telecommunication operators have a great amount of sub companies, they will be well supported by the permissions control of approval mentioned in this project.The main task of this article is to design and implement marketing planning and approval permissions modules of the marketing planning system. This article also analyzes and researches the basic structure and business process of the marketing planning system. In system design, this article analyzes the needs of the approval process of the marketing planning system and gives the feasibility analysis and demands of this module which includes the introduction and design of function. In the implementation of the system this article introduces J2EE technologies related. It introduces ILOG rules engine by analyzing the advantages of ILOG rules engine. It implements the approval permissions module. This article also designs and implements the interface between procedures and rules and provides a flow chart. it illustrates the key codes of the main implementation of the system. In the end, this article carries out unit testing and system testing based on the existing platform. It describes the functions that need to be tested and test methods and includes the test results. Besides, it analyzes and summarizes the problems and flaws of the system that have been tested and gives the overall target of the test part.
