As the gradually opening up of Chinese telecom market and the accelerating development of reform of telecommunications, the traditional telecommunications market has undergone tremendous changes. Fully competitive opening market structure has been built gradually and the trend of international operations has been highlighted increasingly. Traditional telecom business increases slowly while revenue of transformation services and new business has become a new profit growth point. Ability of transformation business and new business supported by the Service Fulfillment System will become one of the core competitivenesses for enterprises. However, the process of opening the Zhejiang Telecom's business faces with many challenges. Ability of control the opening process for background department is weak due to the spread of ability of opening business. Opening new business is difficult. Ability of activating the network elements automatically is limited owing to lack of an unified comprehensive activation ability or platform for fixed and mobile services. Ability of management and control on the SLA / KPI is low. Not all the back-end processes and tasks can be statistical analyzed. In this context, it is necessary to construct a new integrated open system which has flexible, efficient, full business operational capacity and concentrate, through, end-to-end technical ability.The purpose of this paper is to find out a suitable plan for project's implementation and management of telecommunications infrastructure and operations supporting platform by implementing and managing the opening system's provincial fixed-line service transformation project.The paper detailed expounded the project management during the process of implementation of this project such as the project scope of demand control, project risk control and project quality management etc.At present, Ningbo has been completed the local fixed network transformation, and the fixed-line business services have all been cut into provincial service process system. Therefore, the methods of project implementation, project management and various specific achievements related to this system in this project have reference value to systematic developing basic business operation support platforms.
