Electric power communication network is the important infrastructure of power system, and its main function is to ensure the safety and stable operation of power systems.The power communication network as well as the security-stability control systems and Automatic dispatching system are the important support for maintaining the safe production of power system, and they are also the basis of network dispatching automation, operating marketization and managing modernization. All of them provide important maintenance measures to ensure the security, stability, economical operation of the power network. The electric power communication network intelligent overall control system can make an orderly and standardized management to the related communication resources of power communication network, a centralized and intelligent control for communication equipment and communication services and also a closed and process management for communication operation and maintenance work. This Intelligent, integrated, automated overall control system is an effective means to improve the work efficiency and protect the safe operation of communications equipment. Based on the telecommunications management network (TMN) system, this thesis discusses the related technologies of telecommunications network intelligent overall control system, and puts forward a network management system which is adapted to power communication network and based on web hierarchy. In this thesis, the general framework, software framework, network and function framework was designed, and the system implementation was described. At the same time, this thesis develops the electric power communication network intelligent overall control system, which achieves the effective management to the Mainstay transmission network of State Grid.
