With the fasting development of communication technique and the increasing popularization of Office Automation System, the requirement on network application and inside communion of corporation was more and more great. At the same time corporation client advanced the demand of high standard, safety, stability, expansibility, usability on network application. In order to meet the demand of corporation client the Domestic and International Network Operator has made up "an administrant network" for their client in characteristic, namely the corporation special network. The thesis advanced ATM (Asynchronous Transfer Mode) solution and cited example after detailed analysis. Beside the thesis listed the test result to prove that adopting ATM network to build special network was correct.Based on the need of building a broad band, integrated, multiplex network by client, the thesis researched on DDN (Digital Data Network), IP (Internet Protocol), ATM and analyzed the superiority and interior position of them. It was conclude that ATM could bear the weight of the special network for client finally.The thesis put forward a specific project to meet the need of Dongcheng state after making comprehensive analysis on the aspect of network architecture, Access and application ability. Moreover the thesis introduced the Beijing ATM network status and the network management of access equipment.Finally the thesis listed the testing result about the fact apply of the Dongcheng special network. It was proved that ATM can meet the need of client. The success applying of the Dongcheng department has proved that adopting ATM network to build the special network was correct and feasible.
