Along with the rapid development of economy,the number of motor vehicles has a great growth in china. Traditional parking system can not meet the growing demand。Parking problem is a real fact in current parking system. There are a series of outstanding parking problems at present. Most of the parking systems remain in the RS485 network. The coverage is small and has no uniform communication protocol standards. At the same time, RS485 network can not achieve remote data monitoring and data sharing; vehicle access are required to have special treatment, personnel impact and management costs are high; owner of vehicles needs to find their own position, this not only waste time but also waste energy; users have to endure a period of slow response in swiping card system; license plate recognition system is not accurate in different environment. Character recognition rate is low and can not meet real-time demand and so on.Base on the practical application, through the theory and engineering innovation, this paper propose some measures to solve parking problems. The intelligent system has license plate recognition module and can connect to the Ethernet without changing the underlying hardware. A new license plate recognition algorithm is proposed to improve recognition rate and on-line database is designed and optimized; to realize the remote monitoring and data sharing, a new embedded gateway is designed; each subsystem (including access control subsystem, monitoring system, parking guidance subsystem, etc.) is designed and realized by VB.Main innovations are included in the paper:(1) A new license plate recognition algorithm is proposed based on the union of PCA and wavelet transform. The algorithm is realized by VB. Multitude testing has proved that the algorithm's efficiency and accuracy.(2) The background SQL2000 database is designed and optimized. Through the practical application, verify the rationality of the design. The combination of log and overall backup achieves zero risk of database design.(3) A new kind of embedded Ethernet gateway is proposed base on the AT89C52 microcontroller and Ethernet controller chip ENC28J60 .the gateway can reach reliability of real-time communication requirements, and greatly enlarge the coverage area. (4) Detailed design and full implement are made in system. All functions of the parking system are completed to meet the actual use of the standard.The practical application shows that the system network is simple, reliable and low cost. It can effectively solve the parking problems. Comparison of the license plate recognition algorithm proved the algorithm has higher accuracy. Through using in reality proves the system reasonable and successful.
