Converged Ip Voice Command And Dispatch Of The Civil Air Defense Applications

CCAD(Chinese civil Air Defence) system's deployment scheme is given by State Organ People Air Defence Office.The overall target of which is to organize and direct people to protect themselves against air-raids and provide a platform for damage-resistance, emergency rescue and self-improvement.In the present,the main manufacturers of producing Command&Dispatch Equipment such as Motorola, Ericsson, Uniden,Johnson etc can produce various communication equipment,but they use different principle, standard, or rule and can't compatible. Their purpose is not to research and development the equipment which fit for CCAD but to sell products. So we should research and development the equipment (especially software) which suited to our actUAl conditions.This paper mainly describes the fusion IP Voice Communication technology applied to CCAD.The fusion IP Voice Command&Dispatch Equipment is one of the core subsystem in CCAD system. Its main task is to resolve in the fusion IP Voice Communication under the converged multi-media communication system and provide a friendly operation platform so we can establish completely accord with the requirement of State Organ People Air Defence Office. With more and more advanced IP and DSP techniques have been introduced in the production,the fusion IP Voice Command&Dispatch Equipment have the ability to integrate radio station with different frequencies, Cluster Based analogue device, digital trunking, fixed-line,mobile Telephone and satellite phone etc to one communication platform to exchange information.
