Command and dispatch is a decision process and it is the core job in the command center.The accuracy and efficiency of command and dispatch directly influence the efficiency andeffectiveness of police.It will cause the corresponding social benefit, affect the service quality,efficiency and image of the whole public security organs. It is the key to control crime andservice for people as an aim. In addition, there are some problems in using the subsystem incombat situations. In order to make the application of the system can be "more actually, makefull use of science and technology, make full use of resources", the existing system must beexpanded and perfect. The system will be more close to the reality and convenient to use forhelping the police to combat with the crime. Then the requirement of how to establish theintegration command and dispatch system is set up. System must be integrated the oldexisting subsystems and used advanced modern communication technology, computernetwork technology, computer aided analysis technology, database technology to completethe command and dispatch work in command center. Through the system the police can takethe method of the wireless voice, GPS command and messages to dispatch or directly assignthe police resource in street to achieve the request of rapid dispatching. The platform will bemore and more complicated with the related integrated system becoming more and more.How to use unified communications technology to constructure a better command anddispatch system becomes a project which is worth studying.This article introduce how to set up a command and dispatch platform which is based onthe unified communication through studying the construction of some city government IP unified communications.With the continuous improvement and expansion of the IP network,the traditional based on simulation of voice dispatching emergency system can not match thediversity needs today. The design principle of the emergency command and dispatch systemis to make it IP mode and each function components are necessary to IP mode, so as tofacilitate the system further expansion and outspread.It can be easy for all sorts of differentforms of information to be unified exchanged, so as to improve emergency command anddispatch system coverage and more efficiently.The advantage of the command and dispatchsystem is to focus on the integration and update of the IP data in several systems which areseparated.The basic data which is used in final application system is from the separatedsystems.It helps to improve the efficiency of data integration when you want to make thedecision in using command and dispatch system. After upgrade the system has achieved thecollaboration with plan command and dispatch system and GIS system. Besides above twosystems, the command and dispatch platform consists of phone system, radio system, videomonitoring system, GPS system and so on. Decision data is summary analyzed in the plancommand and dispatch system and shown in GIS system. Before finishing this article, thesystem has started to deploy online. The platform has used for actual combat after continuoustest and drill process. It proves that the construction of command and dispatch platform whichis based on the unified communication is initially completed.
