Information platformhas have provide quality, cheap, standardized, and transparent management of government activities and services,through the redesign of the vehicle business,using of modern information technology, the use of modern management concepts.System has a positive role in promoting of changing in vehicle functions,improving vehicle role,streamlining the vehicle body, improving vehicle efficiency,reducing the cost of vehicle management and enhancing the capacity of the vehicle service.Firstly,this thesis had introduced the concept of information technology and system design of the technical background.And then,the system requirements had been analysised, the system network topology, and the overall structure had been designed.Then,the system database had been completed designed,and the tables and their vehicle management entity attributes map of database also had been created.While,the function modules of the system had been designed,such as,systems management, records management, vehicle management, cost management, query and reporting system and data maintenance modules.And system security had been designed.Finally, some important modules had been designed, such as, system management module, the file management module, vehicle management module, the cost management module, system and data query and report module maintenance module based on the system's software and hardware platform, and discussing the technical difficulties of the functional module. At last, through the low-load performance testing method, test the system performance parameters has been tested. The system test requirements, test objectives and testing process had been completed the same as system testing and analysis.
