With the expanding scale of power grid and the deeply and fully development in digital power grid construction and even intelligent power grid construction, video image has become an essential technological support and approach in realizing power grid intelligent dispatch and safe operation management, etc. On conditions of highly shared resources, to establish video monitor centers in different management levels of power grid (county-level, city-level, region-level or province-level and state-level power grid) has already become a practical pressing need.With several years' of construction, many city-level power supply companies have installed video monitor systems in the substations within their jurisdiction, and most of them have established their video monitor centers, basically realized the distant video monitor functions of the substations within their jurisdiction. However, for the reason that the video monitoring equipment applied in those substations are mostly produced by different manufacturers, who maintain relatively independent video technologies and even adopt different encoding formats and control agreements to equipments produced by the same manufacturer but with different models, as a result, several sets of video monitor systems may coexists in one monitor center, which made it difficult to realize efficient and uniform management. Therefore, how to integrate those video monitoring systems made by different manufacturers has become an essential issue faced by integration management of monitor centers in different levels of power grid management.This system aims to seek a method that can integrate video monitoring systems produced by different manufacturers, put forward an unified video image format transfer model on the basis of current video monitor system, and to realize unified collection and coordinated control of all video images. This system is consisted of Encoding and Decoding Service and WEB Application Service. The Encoding and Decoding Service aims to analyze the Software Development Kit of each video monitor manufacturers, encode and decode the video images captured from the monitor-end equipments and transform the image to the JPEG format; while the WEB Application Service targets at providing storage service of video image release and relevant data, Multicast-to-Unicast services probably required during the transformation process, and a system platform finally realizing unified collection of all kinds of video technologies. In conclusion, implementing comprehensive management of all-time videos and image information of all substations not only provides an important technological approach on modern safe operation management of power grid, but also serves as a significant technological support for emergency direction system.
