Since the Jinan Railway Disease Control Center had been founded 60 years, the traditional manual administration had been employed in its daily medicine management. Presently, with the continuous increase of workload and complexity level, updating the information of drug purchasing and warehousing timely and accuratly have become far more difficult, and it would no longer satisfy the current requirements of manning quotas. Meanwhile, the large participation of traditional manual administration would certainly lead to more chances for errors.With the development of computer technology and its popularization, almost every management department in rail system realized the importance of informatization. Some of them had already begun to utilize computer system to handle large amounts of data, and improve management efficiency and increase the productivity. In order to improve the management efficiency and quality for warehousing, and be better able to deal with kinds of public health incidents, Jinan Railway Disease Control Center intends to develop a suit of medicine management system. As the core management system of the Disease Control Center Drug and Equipment Section, Jinan Railway Disease Control Center Medicine Management System (Jinan Railway DCC MMS) mainly involves user management module, drug in warehouse module, drug out warehouse module, public health emergency pharmacy management, stock management, alarm management and drug basic information management. Public health emergency pharmacy management is the most distinctive one among all these modules. Public health emergency refers to the events like major epidemic situation, group disease, and bromatoxism, which break out to cause severe damage to the public health. Since some public health emergency has features as abruptness, urgency and uncertainty, it inflicts great damage upon the society and the masses. That requires the department concerned to increase efficiency to deal with such events as much as possible. The central component of the public health emergency pharmacy management is that the professionals can preestablish the configurations for public health emergency and the related pharmaceuticals. And when the event occurs, the system manager could simply input the basic information to acquire the optimal stock out dicision information accurately and timely. The system is in accordance with the characteristics of OOP (Object-oriented programming), modeled with UML. The system uses Java as a development platform, and it has an incomparable advantage of cross-platform and it is totally free. The realization of system is based on the framework of B/S; it not only reduces the allocation expenses for software and hardware, but also reduces the complexity for the system maintenance in the future. Such mature frameworks like Struts 2.0, Spring, JPA, SiteMesh and jQuery had been utilized in the system, and they did increase the development efficiency a lot. MySQL 5.5 serves as database management system, because it has many features such as free, cross-platform, and its fast response.The test shows that the system can meet the demand of Disease Control Center Drug and Equipment Section in managing medicine, and provide more simple, quick and safe operation to material man as well as providing personalized decision information in both of medicine purchasing and dealing with public health emergencies. It can be formally put into use in our daily work.
