With the establishment of China's socialist market economy system and the development of network information technology, social currency economy is gradually moving to the credit economy. The expansion of bank personal credit business in lately years make it become an important initiative of the financial information in China to establish and improve personal credit information system.Rural Credit Cooperatives of Henan Province are local banking industry institutions managed directly by the provincial government. In recent years, especially in February 2005 when Rural Credit Cooperative Union of Henan Province was established, the Rural Credit Cooperatives which follow the aim of serving the "three rural issues" has become important financial institutions in Henan Province. Personal credit information system, also known as consumer credit information systems, mainly provide personal credit analysis and credit grade evaluation for bank etc. credit institutions. With the increasing of bank credit bussiness, the personal credit information system is not limited to the traditional operating areas such as credit history data, attention is turned to the business areas of providing social integrated data services. Consumer information is collected widely and accurately to personal credit information system which slove the problem that insufficient information restrict customer business transacting processes of banks. It help banks to understand their target customers in the most efficient and economical way and it has a high market value.This paper introduces the design and implementation of historical data management of the personal credit information system in Henan Rural Credit cooperatives. It analyzes the development background of the personal credit information system and analyzes the status of research both at home and abroad. This paper use rational unified process to determine system requirements and design objectives, refine system requirements and describe the typical scene in detail. This paper describes multi-layer software architecture of the system, system functional architecture and system security model. It describes the design of interface of personal credit information system with reporting system. It analyzes the difficulties and technologies in the implementation of personal credit management.At last we test the system, analyze test results and give conclusion.The system is based on Java EE-based and use MVC architecture to make system business requirements diverse. In data layer, we use the combination of Hibernate and Spring based on OR Mapping framework which encapsulate data persistence operations to manage data rapidly and efficiently. The historical data management of personal credit management is refined to six parts, they are data management to be claimed, data management has been claimed, data management has been distributed, data management to be distributed, data management to be revoked which has been claimed and statistical inquiry. We design and implement the corresponding algorithms and functions.From the end of 2010, the system has been formally launched and put into operation.
